Cousin found a Pomeranian puppy online, but the shipping part feels strange to me

My cousin in Fresno has wanted a Pomeranian for years and finally found a puppy from someone in Oregon. The seller says they work with a transport company, but it’s their own company, and now there’s a $350 fee for the crate and insurance on top of the price. They also want a deposit through Zelle. I’ve never bought a puppy online, so I don’t know what is normal. Is it okay to pay for shipping like that? I told her to wait until I ask here.
